Help tetra question TETRA LOVERS HELP ME!?

well i got this red tailed tetra or i dont know what its called so, i bought 3, went home, soaked the bag in the tank water for 15 min, put tank water into bag for another 15 and then put them in. few hours later i notice that one tetra breathes then like jumps up a little like a lot, is that bad or ok can someone tell me cause i dont know. my neons are just fine but the red tailed tetras or something. just remembered, its called a Long Fin Red Minor Tetra
